Start small (2 Neewer panels + Softboxes in a kit) or go big (2 Neewer panels + Godox) or go progressively big (3 Neewer panels + 2 Softboxes, later add a Godox if needed). Are softboxes for the Godox light also collapsible so it can be stored without taking too much space? And is it possible to tilt the light downwards, for example to light a sitting person drawing at a table? Or do I need a boom stand for this? I like the Neewer kit for having a bag, so I can have up to three lights with all accessories in one place. I'm also not sure about the handling of the Godox Softbox. The available softboxes for the Neewer panels seem to be very limited and I don't know if these panels can produce hard light and shadows if needed. I think a set of two or three Neewer panels is enough for first steps in video making, but I'm not sure about product photography.
